He didn’t surrender after 30 minutes, there is no way it is the French guy.
Actually, this story is starting to “get legs” as they say. It would make sense with the reports that the letter left was in very broken english and that the voice on the phone message was heavily accented.

It makes a lot of sense, actually. You would think, if it were someone who lived in the area, or was someone who spent some time here (in America), they would have been turned in by now. Instead we have this AWOL, French dude running amuck. And no one knows him. No one can turn him in.
He’s running.
